The number that matters more than taxes: price per gram
Taxes explain part of the price you pay at the register. Market maturity β how many licensed cultivators are competing, how long the market has been open, how much supply exists β explains the rest.
Vermont's recreational market opened in October 2022. Massachusetts's opened in November 2018 β four years earlier. That gap shows up clearly in pricing:
- Vermont average flower price: $11.86 per gram (Vermont Cannabis Control Board Q3 2025 market analysis, commissioned through CPPC)
- Massachusetts average flower price: $4.03 per gram (Massachusetts Cannabis Control Commission, early 2026). That's down 70% from $14+ per gram when MA opened in 2018.
Vermont prices are nearly three times higher than Massachusetts prices β not because Vermont taxes are higher (they're not, by much), but because Vermont's market is younger, smaller, and less competitive. Vermont's outdoor cultivation base was also damaged by the 2023 flooding, which constrained supply and kept prices elevated into 2025β2026.
What this means in practice: An eighth of flower that costs ~$32 at a Massachusetts dispensary runs ~$95 at a Vermont one at average market prices. The border is not where the savings are for Massachusetts residents.
If you're coming from Massachusetts
Vermont is not cheaper. It is legal, convenient if you're already here, and worth visiting for the experience β Burlington's dispensaries carry genuinely interesting Vermont-grown products you won't find in MA. But if you're considering driving to Vermont specifically to buy cannabis at a better price, the math doesn't work. Buy at home, or buy here because you're in Vermont anyway.
The closest Vermont dispensary to Greenfield, MA (the southern gateway to I-91 Vermont) is Cannabis Maximus in Brattleboro β about 30 minutes north via I-91. If you're already driving to Vermont for the foliage, skiing, or the lake, stop in. Don't drive up just for the deal.
Also note: Massachusetts doubled its adult-use possession and purchase limit from 1 ounce to 2 ounces in April 2026 (H.5350, signed by Governor Healey and effective immediately). Vermont's limit is currently 1 ounce β and would rise to 2 ounces on July 1, 2026 if S.278 is signed (see below). These limits are not a reason to cross the border in either direction; they're just context.
If you're coming from New Hampshire
New Hampshire is the clearest case for a Vermont border run. NH has no legal recreational cannabis market as of June 2026. The legislature passed HB 186 in January 2026, but the Senate killed it. Until New Hampshire legalizes (which could happen in a future session), Vermont is the nearest legal option for southern and central NH residents.
Closest Vermont dispensaries to NH border crossings:
- Southern NH (Hinsdale/Keene/Winchester area): Cannabis Maximus (725 Putney Rd, Brattleboro, VT) β about 17β30 minutes west via Route 9
- Central NH (Claremont/Springfield area): Five Seasons Cannabis (52 Bridge St) or The Hidden Grove (230 S Main St), both in White River Junction, VT β minutes from the Connecticut River border
- Upper Valley NH (Lebanon/Hanover area): White River Junction and Woodstock, VT shops are the nearest recreational retail
Vermont's prices are higher than what you'd pay in MA, but that comparison is irrelevant for NH residents β there is no legal NH alternative. Vermont dispensaries are well-stocked, fully licensed, and subject to mandatory lab testing. Products are legal to possess within Vermont in amounts up to 1 ounce of flower (2 oz starting July 1, 2026 pending signature).
If you're coming from Quebec or Ontario
Canadian visitors can legally buy and possess cannabis in Vermont β the same rules that apply to any adult 21 or older. Vermont dispensaries do not check residency; they check age. A Canadian ID (passport or provincial ID) is accepted as long as it confirms you are 21 or older.
Coming from Montreal via I-89, the first Vermont dispensaries you reach are in St. Albans (Franklin County), roughly 15β20 minutes south of the Highgate Springs border crossing. Cambridge Cannabis Company in Cambridge, VT also markets itself as one of the closest shops to the border β about 37 miles south, a 45-minute drive β though it sits east of the I-89 corridor.
Burlington is about 1 hour 47 minutes from Montreal. Burlington dispensaries β including Green Leaf Central, Float On, and Upstate Elevator β are a reasonable stop on a Vermont road trip.
Critical legal note for Canadians: Cannabis purchased in Vermont must be consumed in Vermont. Transporting it across the Canadian border is a federal crime in both the US and Canada, regardless of the amounts or which direction you're crossing. Canada Border Services Agency (CBSA) treats undeclared cannabis at the border as a serious offense, even from a state where it is legal. Do not attempt to cross with any cannabis product. This is not a gray area.
If you're visiting from Maine
Maine has its own legal recreational market (open since October 2020) and recently raised its cannabis sales tax from 10% to 14% (effective January 1, 2026). Maine's market has been open longer than Vermont's, and pricing reflects more competition β though the Maine market is smaller than Massachusetts's and pricing data varies more by region.
If you're in Portland, ME or the southern Maine coast, there is no logistical reason to drive to Vermont for cannabis. If you're passing through Vermont on a road trip β heading to Burlington for the weekend, skiing at Stowe, or coming down from Quebec β Vermont's dispensaries are perfectly fine options. Products are legal to possess and consume in Vermont.
As with all state lines: do not transport cannabis between Maine and Vermont. Both are legal states, but federal law governs interstate transport, and crossing state lines with cannabis is a federal crime regardless of state legality on both sides.
Vermont cannabis tax revenue: where the money goes
Vermont collected nearly $35 million in combined cannabis tax revenue in the most recent fiscal year. The 14% excise tax revenue is split between the General Fund ($15.8 million) and substance abuse prevention ($6.8 million). Sales tax revenue ($9.7 million) funds afterschool programs. Starting July 1, 2025, 30% of excise revenue β up to $10 million annually β flows to a new Substance Misuse Prevention Special Fund. Burlington's 1% local option tax goes directly to the city.

For New Hampshire residents, Vermont is the clear and nearby legal option. For Canadian visitors, Vermont is a legal, accessible market with well-stocked dispensaries β buy what you plan to consume here. For Massachusetts residents, Vermont is worth visiting for the Vermont-grown products and the experience, not for the price. For Maine visitors, it's a wash on taxes; buy wherever you are.
In all cases, the same rule applies: whatever you buy in Vermont stays in Vermont. Cross any border β state or national β with cannabis, and you are moving from a state legal issue to a federal one. It is not worth it.
