Raw cannabis that has never been heated — raw flower, unprocessed THCA isolate, fresh-frozen material — contains THCA that has not converted. Eating raw cannabis doesn't produce the same effects as smoking or eating a decarboxylated edible.

The conversion math: what THCA% actually means in THC terms

When THCA loses its carboxyl group (CO2), the molecule gets lighter. The ratio of the molecular weights gives you the conversion factor: THC weighs 314.47 g/mol; THCA weighs 358.48 g/mol. Divide them: 314.47 ÷ 358.48 = 0.877.

That's the number. To find the activated THC equivalent of any THCA reading, multiply by 0.877.

What a Vermont COA actually shows

Vermont's potency caps — and the S.278 change that didn't happen

A lot of 2026 write-ups claim Vermont removed its THC potency caps. It didn't. Here's what's actually in force, by product type:

  • Flower: 30% THC. Because labels report THCA, the practical ceiling is roughly 34% THCA — which converts to about 30% THC (0.877 × 34 ≈ 30). That's why you almost never see a Vermont flower label above the low 30s in THCA.
  • Solid concentrates (rosin, wax, badder, hash, diamonds): 60% THC. That's about 68% THCA once converted. A solid concentrate above roughly 68% THCA can't legally be sold in Vermont.
  • Vape and liquid oil concentrates: no potency cap. This is the key exception. Distillate and oil cartridges aren't "solid concentrates," so the 60% ceiling doesn't apply — which is why Vermont vape carts routinely test 70–90% THC while a solid rosin can't exceed about 60%.
  • Edibles: 5 mg THC per serving. The cap is per serving, not per package.

S.278 — the omnibus cannabis bill signed May 29, 2026 and effective July 1, 2026 — was widely expected to lift these limits. As introduced, it would have removed the 30% flower cap and raised the concentrate cap from 60% to 70%. But a Senate committee stripped those potency provisions before the bill passed the Senate on March 27, 2026, and they never came back.
