Vermont is one of the few U.S. states with a functioning adult-use market that still does not permit recreational cannabis delivery. Recreational delivery is not legal in Vermont
The Vermont Cannabis Control Board (CCB) β which licenses all retail dispensaries, cultivators, and manufacturers in the state β does not currently issue delivery licenses for adult-use cannabis. Vermont's retail cannabis rules, established when sales launched in October 2022, define retail operations as fixed physical locations. There is no licensed delivery tier in the current framework.
This means every one of Burlington's dispensaries β Float On, Bern Gallery, Lucky You, Heybud, True 802, Green Leaf Central, Green Haven Herbals, The Herb Closet, Garcia's, and all others β requires you to come in or use curbside pickup. There are no exceptions, regardless of what you read elsewhere.
What S.278 tried to do β and didn't
The Vermont Senate passed S.278 on March 27, 2026. The bill included a provision authorizing up to 15 delivery permits per year for tier 1 cultivators and tier 1 manufacturers. It looked like Vermont was finally moving toward delivery.
The Vermont House Government Operations and Military Affairs Committee removed those delivery provisions in May 2026, and the version that cleared the legislature contains no delivery authorization. (The House also stripped the bill's proposed THC potency-cap and tax changes.) Recreational delivery would require new legislation β at the earliest, the 2027 legislative session β plus a full CCB rulemaking process that would take additional months after any bill passes.

What you can do instead: online ordering for pickup
The good news is that most Burlington-area dispensaries have invested heavily in online pre-ordering, which is a real convenience upgrade over walk-in shopping. Here's how it works:
- Visit the dispensary's website or menu link (usually powered by Dutchie, Jane, or their own platform)
- Browse real-time inventory and add items to your cart
- Select In-Store Pickup or Curbside Pickup at checkout
- Enter your ID information as required
- Receive a confirmation β your order is held, typically for 30β60 minutes
- Drive or walk in; curbside shops will bring your order to your car
Burlington dispensaries with online ordering include Float On (Church St, open until midnight FriβSat), Bern Gallery (Main St, open late WedβSat), Heybud (Saint Paul St, early morning hours), Lucky You (College St), True 802 (Church St), and Green Leaf Central (Thorsen Way). Most shops in Winooski, South Burlington, and Essex Junction also offer pre-ordering.
Medical delivery: available for registered patients only
Vermont does permit cannabis delivery under the medical cannabis program, but this is available only to registered Vermont medical patients β not recreational customers. Two licensed medical dispensaries currently offer patient delivery:
- The Tea House (White River Junction): Tuesday and Friday delivery routes serving the southern half of Vermont (south of Middlebury, Montpelier, and Bradford). Registered patients and caregivers only; 2 oz per order maximum.
- Vermont Patients Alliance: Statewide delivery to registered Vermont medical patients.
If you are a Vermont resident with a qualifying condition, the Vermont Department of Health administers the medical registry. Recreational customers are not eligible for these programs.
Is unlicensed delivery safe?
No. Vermont's gray market includes unlicensed "delivery" operations advertising through social media and classified sites. These are not regulated by the CCB, do not test their products, do not collect state taxes, and operate outside legal protections. Product quality and safety are unverifiable. The Vermont CCB actively investigates unlicensed operators. There is no recourse if something goes wrong with an unlicensed transaction.
Licensed dispensaries β every shop in the Burlington dispensary directory β are regularly inspected and only sell lab-tested product. If you want cannabis safely in Burlington, an in-person or curbside pickup from a licensed retailer is the only legal path.
